Question 1

Can foreigners buy property in North Cyprus?

Yes. Foreign individuals and qualifying companies may purchase under Law 52/2008 as amended by Law 39/2024; some of its rules currently apply as replaced by Decree-Law 89/2026 (Official Gazette No. 147, 7 August 2026), which replaced the earlier Decree-Law 63/2026. Statutory limits apply and differ for nationals of states that recognise the TRNC and grant reciprocal rights. A foreign buyer requires **Council of Ministers Permission to Purchase (PTP)**. While the decree is in force, the stamped agreement or sales contract must be registered and the PTP application filed **within one month**, or the contract becomes void automatically. The decree is temporary, so the rules may change again; confirm the current position with a lawyer before you sign. Question 3

What is a title deed (Koçan) and why does it matter?

The Koçan is the official Land Registry document proving ownership. A registered sales contract protects contractual rights, but ownership transfers only when the title is registered in the buyer's name. Common categories include Pre-1974 Turkish Title, Exchange Title (Eşdeğer) and TMD/Tahsis; a title may also be shared (hisseli) or individual (müstakil). Ownership of some property in the north is disputed internationally, and no title type should be described as guaranteed, so ask an independent TRNC lawyer to check the title's history. Under Law 40/2024, a property can be sold or transferred only if it has its own title deed and/or a registered condominium right (kat irtifakı), so for an off-plan unit check that the kat irtifakı is registered before you sign. The title status affects financing, resale and the checks required before purchase.

How long does the buying process take?

The timetable depends on the buyer, property and permission requirements. Foreign-buyer contract registration and PTP filing are subject to the current statutory deadline explained in our Legal Process Guide. PTP timing varies considerably, and off-plan purchases also include the construction period. Ask your KTEB-registered agency for a transaction-specific timetable and seek separate legal confirmation where required rather than relying on a generic average.

What are the costs when buying?

The buyer typically pays stamp duty (pul vergisi) on the contract — 0.5% on the first 89,000,000 TL of the contract amount and 0.1% above that — and the title transfer fee at the band applicable to their nationality and acquisition history; for foreign buyers, part of that fee is collected when the contract is registered and the balance at transfer. Whether VAT applies depends on the seller and the sale; it is usually charged on a new property from a VAT-registered developer, at 5% for property and for homes with a covered area of up to 300 m², and 10% for homes of 300 m² or more. Legal fees and agent commission are commercial terms — commission is customarily paid by the seller. Can foreigners get a mortgage in North Cyprus?

It is possible but limited. Local banks lend against property, usually in hard currency, with higher deposits and shorter terms than UK or EU buyers expect, variable rates, and full income documentation. Criteria are stricter for non-resident foreign nationals. Many buyers instead use developer instalment plans or arrange financing in their home country. Compare offers directly — terms differ substantially between lenders.

What are typical developer payment plans?

Usually a deposit on reservation, staged payments during construction tied to defined milestones such as foundation and roof, and a balance on handover. Some developers offer instalments continuing after completion. Whatever the schedule, confirm two things: is the master title clean of bank mortgages that could block title separation, and are your stage payments protected by a guarantee or insurance?

Should I buy cash or finance?

Accepted Answer

Cash means a faster completion, a stronger negotiating position, and no interest cost, but it ties up capital. Financing preserves liquidity and increases exposure to both gains and losses, and adds interest-rate risk and a longer process. What rental yield can I expect?

We do not publish yield ranges, because the honest answer depends on what you pay, what you can actually charge, and how much of the year the property is let — and a published range invites you to skip all three. Take the median price per m² for the location from our Price Index, get a realistic rent expectation from an advisor who can point to comparable properties, and put both into the calculator. Then run it again with a pessimistic occupancy assumption.

Is rental income taxable?

Accepted Answer

Yes. Rent from property in North Cyprus is taxed by withholding (**stopaj**) on the gross rent, including rent received in advance. The owner or their representative pays it to the Tax Department (Gelir ve Vergi Dairesi), and each calendar month is a separate tax period. The rate is **8%** where the lease is in Turkish lira and **13%** where it is in a foreign currency. These rates were introduced by a temporary decree of 16 June 2023 and are still applied by the Income and Tax Department in practice (September 2026). Rates can change, so confirm the rate for your lease with a mali müşavir before you set the rent. Any additional return, credit, exemption or deduction depends on the owner's tax position and must be confirmed for that case.

Do I need a registration or permit to rent?

For tourism stays of **60 days or less**, the Holiday Homes Law requires registration with the Tourism Planning Department, a registration certificate and an operating permit before the property is offered; the operating permit is renewed annually. Can I manage the property myself from abroad?

Legally yes, through a power of attorney to a local representative, but it is difficult in practice: tenant issues, maintenance emergencies, utility administration, and tax filings all need someone on the island. Most overseas owners use either full delegated management or a rent-collection-only service. Fees are commercial terms — get them in writing before you commit.

Is North Cyprus a good property investment?

That depends on your horizon and your tolerance for the specific risks here, and anyone who answers it with an unqualified yes is selling. The supporting factors are real: a large international student population, coastal tourism, limited developable coastal land, hard-currency rents, and ongoing infrastructure investment. So are the risks: title complexity, reliance on developers for off-plan, regulatory change, and lower liquidity than the UK or EU. Which location should I look at?

Each area serves a different purpose rather than one being best outright. Girne offers the deepest resale market and the strongest lifestyle appeal. İskele and the Long Beach corridor are where most new resort development is concentrated. Esentepe and the eastern coast suit buyers prioritising space and sea views. Famagusta and Lefke are shaped by their universities and have lower entry prices. Compare median prices per m² across them in the Price Index, then discuss the trade-offs with an advisor.

Is off-plan better than resale?

Accepted Answer

They carry different risks rather than one being better. Off-plan means a lower entry price, modern specification, and staged payments, in exchange for construction risk, developer risk, and delayed title separation. Resale means an existing property you can inspect and often an established rental history, sometimes with a separate title already available. If you go off-plan, choose a developer whose completed projects can be visited and have your KTEB-registered agency coordinate the master-title, permission and project-document checks, with separate legal or technical review where needed.

Does buying property give me residency (ikamet)?

Accepted Answer

Property ownership can **support** a short-term residence-permit application but does not grant automatic residence or citizenship. A title holder may qualify. If you are buying under a sales contract and the title is not yet in your name, at least one third of the price must have been paid and Council of Ministers purchase permission must have been applied for. The current income, health, insurance and family rules depend on the applicant's circumstances and have changed several times, so use the Residence Permit Guide rather than assuming every owner or family member qualifies, and confirm the current requirements with the Immigration Department (Muhaceret Dairesi) before you apply.

What are the running costs of owning here?

Electricity (Kıb-Tek) is the largest variable and depends heavily on air-conditioning use; water is billed by the municipality; fibre internet is available in many developed areas. Properties on managed complexes also pay a site-maintenance fee, which varies with the facilities. Owners additionally pay municipal property tax; ask the municipality how and when it is billed. Ask for recent utility bills, the current site fee and the municipality's current property-tax figure before buying.

Property is generally priced in GBP, with EUR and USD also used. Rental contracts are commonly written in hard currency, which protects the owner from Turkish Lira inflation; ask a mali müşavir how the rental withholding applies to your lease. North Cyprus uses: 1 Dönüm = 1,338 m² = 4 Evlek = 14,400 ft². 1 Evlek = 334.5 m² = 3,600 ft². Note this differs from the Turkish dönüm of 1,000 m² — a frequent source of confusion. Always verify the area on the title deed or survey plan rather than a marketing brochure.

How do I sell my property later?

Accepted Answer

Ensure your title deed is clean — no mortgages, encumbrances, or tax debts — and obtain tax and municipal clearance before completion. The Land Registry withholds the seller's tax (stopaj) at the transfer, worked out on whichever is higher, the sale price or the Land Registry's assessed value: **2.8%** of that value for private sellers and **4%** for professional sellers and companies. For private sellers it is a final tax and is not refunded; for professional sellers and companies resident in the TRNC it is credited against their income or corporate tax. A one-time exemption can apply to one house (with up to one dönüm of land) and one plot, or one dönüm of field in place of the plot, or a workplace of up to 300 m² instead of both, but not to professional sellers or to foreigners, whether or not they live in the TRNC. The Council of Ministers can lower the private-seller rate in January of any year, so confirm the current rate and your eligibility with a mali müşavir. If you are a foreign seller, a TRNC-citizen buyer needs no purchase permission, but a foreign buyer does, which lengthens the process considerably; factor it into your timing.
