Can foreigners buy property in North Cyprus?

Yes. Foreign individuals and qualifying companies may purchase under Law 52/2008 and the rules currently in force, including Decree-Law 63/2026. Statutory limits apply and differ for nationals of states that recognise the TRNC and grant reciprocal rights. A foreign buyer requires **Council of Ministers Permission to Purchase (PTP)**. Under the current rule, the stamped agreement or sales contract must be registered and the PTP application filed **within one month**. What is a title deed (Koçan) and why does it matter?

The Koçan is the official Land Registry document proving ownership. A registered sales contract protects contractual rights, but ownership transfers only when the title is registered in the buyer's name. Common categories include Pre-1974 Turkish Title, Exchange Title (Eşdeğer) and TMD/Tahsis; a title may also be shared (hisseli) or individual (müstakil). In an off-plan project, the land or main building may remain on a shared or master title until construction, approvals and the title-separation process are complete. The title status affects financing, resale and the checks required before purchase.

The timetable depends on the buyer, property and permission requirements. PTP timing varies considerably, and off-plan purchases also include the construction period. What are the costs when buying?

The buyer typically pays stamp duty of 0.5% at contract registration, the title transfer fee at the band applicable to their nationality and acquisition history, and VAT of 5% on new builds from a VAT-registered developer. Can foreigners get a mortgage in North Cyprus?

It is possible but limited. Local banks lend against property, usually in hard currency, with higher deposits and shorter terms than UK or EU buyers expect, variable rates, and full income documentation. Criteria are stricter for non-resident foreign nationals. Many buyers instead use developer instalment plans or arrange financing in their home country. Compare offers directly — terms differ substantially between lenders.

What are typical developer payment plans?

Usually a deposit on reservation, staged payments during construction tied to defined milestones such as foundation and roof, and a balance on handover. Some developers offer instalments continuing after completion. Whatever the schedule, confirm two things: is the master title clean of bank mortgages that could block title separation, and are your stage payments protected by a guarantee or insurance?

Should I buy cash or finance?

Cash means a faster completion, a stronger negotiating position, and no interest cost, but it ties up capital. Financing preserves liquidity and increases exposure to both gains and losses, and adds interest-rate risk and a longer process. What rental yield can I expect?

We do not publish yield ranges, because the honest answer depends on what you pay, what you can actually charge, and how much of the year the property is let — and a published range invites you to skip all three. Take the median price per m² for the location from our Price Index, get a realistic rent expectation from an advisor who can point to comparable properties, and put both into the calculator. Then run it again with a pessimistic occupancy assumption.

Is rental income taxable?

Yes. Rental income is subject to **stopaj** on gross rent: **8%** where the lease is in Turkish Lira and **13%** where it is in foreign currency, under the Decree with the Force of Law dated 16 June 2023. The owner or representative pays it to the Income and Tax Department, which also publishes the rental declaration form and filing timetable. Any additional return, credit, exemption or deduction depends on the owner's tax position and must be confirmed for that case.

Do I need a registration or permit to rent?

For tourism stays of **60 days or less**, the Holiday Homes Law requires registration with the Tourism Planning Department, a registration certificate and an operating permit before the property is offered; the operating permit is renewed annually. Can I manage the property myself from abroad?

Legally yes, through a power of attorney to a local representative, but it is difficult in practice: tenant issues, maintenance emergencies, utility administration, and tax filings all need someone on the island. Each area serves a different purpose rather than one being best outright. Girne offers the deepest resale market and the strongest lifestyle appeal. İskele and the Long Beach corridor are where most new resort development is concentrated. Esentepe and the eastern coast suit buyers prioritising space and sea views. Famagusta and Lefke are shaped by their universities and have lower entry prices. Compare median prices per m² across them in the Price Index, then discuss the trade-offs with an advisor.

Is off-plan better than resale?

Accepted Answer

They carry different risks rather than one being better. Off-plan means a lower entry price, modern specification, and staged payments, in exchange for construction risk, developer risk, and delayed title separation. Resale means an existing property you can inspect and often an established rental history, sometimes with a separate title already available. If you go off-plan, choose a developer whose completed projects can be visited and have your KTEB-registered agency coordinate the master-title, permission and project-document checks, with separate legal or technical review where needed.

Does buying property give me residency (ikamet)?

Property ownership can **support** a short-term residence-permit application but does not grant automatic residence or citizenship. A title holder may qualify, while a contract buyer must generally show a registered contract, a PTP application and payment of at least one third of the price. The current income, health, insurance and family rules depend on the applicant's circumstances, so use the Residence Permit Guide rather than assuming every owner or family member qualifies.

What are the running costs of owning here?

Electricity (Kıb-Tek) is the largest variable and depends heavily on air-conditioning use; water is billed by the municipality; fibre internet is available in many developed areas. Properties on managed complexes also pay a site-maintenance fee, which varies with the facilities. Owners additionally pay annual municipal property tax under the applicable area, building category and local schedule. Ask for recent utility bills, the current site fee and the municipality's current property-tax figure before buying.

Rental contracts are commonly written in hard currency, which protects the owner from Turkish Lira inflation — though note this is also what puts the letting into the 13% stopaj band rather than 8%. If you are a foreign seller, your buyer will need to qualify for PTP, which lengthens the process considerably; factor it into your timing.
